CONSTITUTION Supreme Norm of the Cambodian Legal Hierarchy
Adopted by the Constituent Assembly; promulgated by the King.
CONSTITUTIONAL LAW Revision or Amendment of the Constitution, voted by the National Assembly with a majority of two-third of all its Members
KRAM (Law) Designates either the promulgated Law and the Act of Promulgation of a Law by the King

Law can be regulated through one of the following approaches

PROPOSED BY THE LEGISLATIVE COMMISSION OF THE NATIONAL ASSEMBLY

គណៈកម្មាការច្បាប់នៃរដ្ឋសភាធ្វើសំណើច្បាប់ទៅកាន់រដ្ឋសភា។ បន្ទាប់មករដ្ឋសភាពធ្វើការអនុម័តច្បាប់ រួចដាក់ថ្វាយព្រះមហាក្សត្រដើម្បីឡាយព្រះហស្ថលេខា។

The Legislative Commission of the National Assembly proposes law to the National Assembly. After the National Assembly passes the law, it will be submitted to the king for signature.

ស្នើឡើងដោយនាយករដ្ឋមន្ត្រី

PROPOSED BY THE PRIME MINISTER

  • នាយករដ្ឋមន្ត្រីផ្តួចផ្តើមធ្វើសំណើច្បាប់ រួចបញ្ជូនទៅកាន់ក្រុមប្រឹក្សាអ្នកច្បាប់នៃទីស្តីការគណៈរដ្ឋមន្ត្រី
    The prime minister initiates to propose a law and submits it to the Legislative Council of the Council of Ministers.
  • កោះប្រជុំរដ្ឋមន្ត្រីទាំងអស់ដើម្បីធ្វើការសម្រេចលើសំណើច្បាប់ដែលបានស្នើឡើង។
    Call all ministers for a meeting to approve the law.
  • បញ្ជូនច្បាប់ដែលបានសម្រេចដោយអង្គប្រជុំ ទៅកាន់គណៈកម្មាការច្បាប់នៃរដ្ឋសភា
    Submit the law to the Legislative Commission of the National Assembly.
  • បញ្ជូនច្បាប់ដែលបានសម្រេចដោយគណៈកម្មាការច្បាប់ ទៅកាន់រដ្ឋសភាដើម្បីសុំការអនុម័ត
    Submit the law to the National Assembly for passage.
  • ដាក់ថ្វាយព្រះមហាក្សត្រដើម្បីឡាយព្រះហស្ថលេខាចូលជាធរមាន
    Submit the law to the king to sign to be in force.

  • រដ្ឋមន្ត្រីមួយរូបធ្វើសំណើព្រាង្គច្បាប់ ហើយបញ្ជូនទៅកាន់គណៈកម្មាការច្បាប់នៃរដ្ឋសភា
    A minister proposes a draft of law and then submits it to the Legislative Commission of the National Assembly.
  • បញ្ជូនច្បាប់ដែលបានអនុម័តដោយគណៈកម្មាធិការច្បាប់ ទៅកាន់រដ្ឋសភាដើម្បីសុំការអនុម័ត
    Submit the law to the National Assembly for passage.
  • ដាក់ថ្វាយព្រះមហាក្សត្រដើម្បីឡាយព្រះហស្ថលេខាចូលជាធរមាន
    Submit the law to the king to sign to be in force.

Section 1: Scope of Application
Different Categories of Workers in the Kingdom of Cambodia

Article1
This law governs relations between employers and workers resulting from employment contracts to be performed within the territory of the Kingdom of Cambodia, regardless of where the contract was made and what the nationality and residences of the contracted parties are.

This law applies to every enterprise or establishment of industry, mining, commerce, crafts, agriculture, services, land or water transportation, whether public, semi-public or private, non-religious or religious; whether they are of professional education or charitable characteristic as well as the liberal profession, associations or groups of any nature whatsoever.

This law shall also apply to every personnel who is not governed by the Common Statutes for Civil Servants or by the Diplomatic Statutes as well as officials in the public service who are temporarily appointed.

This law is passed by the National Assembly of the State of Cambodia on July 17, 1989 during the 17th ordinary session of the first legislature.
CHAPTER I: GENERAL DISPOSITIONS Article 1: Pursuant to the Articles 7 and 8 of the Constitution of State of Cambodia (SOC), the purpose of the Law on Marriage and Family is to regulate and protect the marriage and family, to ensure equality of the spouses in marriage and family, to strengthen the responsibility of the parents in raising up and taking care of their children, and to promote the moral and educational development of children to become good citizen imbued with a sense of responsibility for the nation and society, and the love of work.
